University of Luzon Formalizes Partnership with DCJMD to Expand Educational Opportunities for Incoming College Students

Expanding access to education requires cooperation among institutions that recognize the value of creating opportunities for students. On July 31, 2026, a Memorandum of Agreement (MOA) was formally signed between the University of Luzon, the Dagupan City Jail – Male Dormitory (DCJMD), and the Local Government Unit (LGU) of Dagupan to support incoming college students.
The agreement aims to help address educational needs by providing opportunities for deserving students to pursue higher education. Through this partnership, the participating institutions seek to strengthen support for students as they begin their college journey and gain access to professional education.
Representing the University of Luzon were Raymond Albert Esguerra, Professor Alvin O. Carillo, Prof. Restituto O. Fernandez, Dr. Carmelita S. Quinto, Dr. Diosdado C. Caronongan, Prof. Rina V. Cabansag, Prof. Daniel Xerxes Padrid, and Prof. Andrew C. Caronongan. Their participation reflects the University’s role in building partnerships that respond to the needs of learners and the wider community.
The collaboration also reflects the value of social responsibility in creating pathways for learning and helping students develop the skills needed for their future studies and careers.
The partnership supports the United Nations Sustainable Development Goals through expanded educational opportunities and cooperation among local institutions. SDG 4: Quality Education is advanced by widening access to professional education and responding to the educational needs of incoming college students. SDG 16: Peace, Justice and Strong Institutions is supported through cooperation among government, academic, and community stakeholders in creating inclusive opportunities. SDG 17: Partnerships for the Goals is strengthened through the shared efforts of the University of Luzon, DCJMD, and the LGU of Dagupan in supporting education and student development.
Through meaningful collaboration, the University of Luzon continues to help create opportunities that make education more accessible and responsive to the needs of students and communities.
