Summary
Project UL: Uplifting Learners, Boosting Literacy Through Summer Reading Programs is an education outreach initiative of the University of Luzon College of Education designed to strengthen early literacy among kindergarten and elementary students in nearby communities. Reaching 100 young learners, the program delivers tailored reading sessions, interactive workshops, and literacy-focused activities directly beyond the university campus. University students serve as reading mentors, offering voluntary support through guided storytelling, comprehension exercises, and one-on-one encouragement. Parents are likewise engaged through workshops that help them sustain reading habits at home. By providing structured literacy interventions within the community, Project UL prevents summer learning loss, promotes academic readiness, and ensures equitable access to enriching learning opportunities.
Complementing this is “Empowering Children and Their Diversity: It’s Okay to Be Different,” an outreach program organized by the College of Liberal Arts in Brgy. Pantal, Dagupan City. With around 20 participating children, the off-campus initiative creates an experiential space where storytelling, inclusive games, and creative enrichment activities help children celebrate individuality and build confidence. The program fosters emotional expression, respect for diversity, and a sense of belonging while also promoting broader community awareness of inclusivity, equity, and holistic child development. It strengthens local partnerships by uniting the university with barangay institutions in meaningful, child-centered engagement.
Together, these two initiatives demonstrate the University of Luzon’s strong commitment to SDG 4 by delivering impactful educational outreach beyond campus. Both programs extend university expertise into local communities, provide voluntary student-led learning opportunities, and create accessible environments where children can grow academically, socially, and emotionally. About the Project
Project UL: Uplifting Learners, Boosting Literacy Through Summer Reading Programs is an initiative by the University of Luzon College of Education aimed at enhancing the literacy skills of kindergarten and elementary students during the summer vacation. The project focuses on creating an engaging and supportive environment where young learners can develop a love for reading, improve their reading comprehension, and build essential literacy skills.

Significance
Project UL addresses educational inequality, prevents summer learning loss, fosters a lifelong love for reading, supports academic achievement, strengthens community engagement, and leverages university resources to provide high-quality literacy development for young learners.
Scope
The program served students from Kindergarten to Grade 6, accommodating up to 100 participants, with university student mentors, parent involvement, and activities held at the University campus and community centers in Dagupan City.
(Below is an excerpt of the Memorandum of Agreement Between University of Luzon and one of its partner community)
NOW THEREFORE, for and in consideration of the foregoing premises, the following terms and conditions are agreed upon by the parties, to wit:
- The partner shall share a common mission to provide the quality of basic education, and have recognized the desirability and feasibility of establishing a collaborative relationship designed to strengthen educational, cultural, and scientific ties between the two institutions;
- That both parties will extend assistance as approved by the University of Luzon College of Education and concurred by Barangay Sapang, Sta.Barbara on the following:
- collaboratively develop flexible and collaborative basic reading skill among school age children in the community;
- extend technical assistance, such as but not limited to co-sponsorship of reading materials;
- co-hosting of discussions with parents/guardians on improving their children’s reading ability.
- coordinate for immersion/student teaching program in areas of interest and benefit to both institutions to promote interest in several community-/academic- related activities;
- cooperative projects on sustainable development goals;
- sharing of service facilities, exchange of community/academic resources and other information beneficial to both parties; and
- any activity or project undertaken in line with the partnership shall be decided jointly by both parties.
Accomplishments
Project UL: Uplifting Learners, Boosting Literacy Through Summer Reading Programs successfully concluded, achieving notable outcomes in enhancing literacy and fostering a love for reading among elementary students. The program significantly improved reading proficiency, including comprehension, vocabulary, and overall literacy skills, while sparking greater enthusiasm for reading. Many students reported spending more time reading outside the program, drawn by the diverse and engaging materials provided.
The initiative maintained strong participation and engagement, enrolling 100 students who consistently attended daily reading sessions, interactive workshops, and storytelling activities. About the Project
“Empowering Children and Their Diversity: It’s Okay to Be Different” is an outreach initiative organized by the University of Luzon College of Liberal Arts Extension Services in Brgy. Pantal, Dagupan City with the goal of celebrating diversity, promoting inclusivity, and empowering around 20 children to embrace their individuality.
Through storytelling, interactive games, and creative enrichment activities, the program sought to foster children’s sense of belonging, self-worth, and appreciation for differences. It also served as an experiential platform for Psychology students to put into practice their academic understanding of exceptional children and developmental psychology, while cultivating empathy, compassion, and community engagement.
This initiative is deeply aligned with the University of Luzon and the College of Liberal Arts’ commitment to transformative education, community service, and nation-building. By engaging students and community members in meaningful outreach, the program advances inclusive and equitable quality education by providing learning experiences that cater to diverse abilities and needs.
