Unleashing Dagupan City’s Digital Potential: University of Luzon’s Role

Engr. Diosdado Caronongan, the dean of the College of Computer Studies, will serve as an inaugural member of the committee.
The ICT Committee is a result of the Department of Information & Communications Technology’s “Digital Cities” initiative launched last year. The initiative aims to transform 25 areas in the Philippines into smart cities, with Dagupan City being one of the identified areas. Dagupan City is recognized for its potential to attract IT-BPM (Information Technology-Business Process Management) investors and develop into a hub that serves this purpose.
The identified parameters for the project include Talent Availability, Infrastructure, and Cost and Business Environment. These factors are all critical to the success of a smart city. Talent Availability refers to the presence of skilled workers who can support the IT industry. Infrastructure refers to the physical and digital systems required to support IT operations, such as high-speed internet and data centers. Cost and Business Environment refer to the overall competitiveness of the location in terms of costs and regulatory framework.
Mayor Belen Fernandez, an alumna of the University of Luzon, has been one of the driving forces behind the push towards modernizing and turning Dagupan City into a ‘digital city.’ Her vision for a more technologically advanced and connected Dagupan has been a catalyst for the city’s transformation.
The meeting to form the ICT Committee took place on March 24, 2023, at CSI Stadia’s Emerald Room in the Lucao District of Dagupan.
The University of Luzon is excited to share its expertise and insights in the development of Dagupan City’s IT industry. Engr. Diosdado Caronongan’s participation in the committee will allow the university to contribute to the city’s IT industry and, ultimately, the country’s growth.
