University of Luzon Mobilizes OPLAN BAYANIHAN for Typhoon Uwan Relief Efforts

Spearheaded by the University of Luzon Center for Integrated Extension Services (ULCIES), these coordinated efforts were implemented under the banner of OPLAN BAYANIHAN, a critical component of the overarching University of Luzon Adaptive Community Assistance Program (UNLACAP). The mobilization demonstrated the institution’s unwavering dedication to service, pooling resources and personnel across multiple units to deliver timely humanitarian aid to those most affected. This rapid action underscores the University’s ethos of providing support during times of acute need.
The preparation and distribution of essential relief goods required a significant collaborative undertaking across the University’s academic and auxiliary structures. The Extension Services/NSTP Unit, operating at the front lines, was strongly supported by the Graduate School, the ULIVE program, and various colleges and departments. This integrated approach ensured the efficiency and reach of the relief mission, enabling the rapid deployment of resources to vulnerable populations. Beneficiaries included affected families within the immediate UL Community and those served by the Saint John Child Care Center (SJCCC) located in Malued. The successful execution of OPLAN BAYANIHAN served as a powerful testament to the spirit of bayanihan—a unifying Filipino concept of communal assistance—demonstrated by every participating Luzonian.
The success of this extensive operation would not have been possible without the profound generosity and solidarity of numerous individuals, organizations, and donors. Their support translated directly into tangible relief and hope for the families struggling in the wake of the typhoon. The ULIVE framework—Ugnayan, Layunin, Impormasyon, Volunteerismo, at Edukasyon (Connection, Purpose, Information, Volunteerism, and Education)—was visibly put into action, reinforcing the collective commitment to mental well-being, compassion, and the pursuit of a brighter future for the wider community. The University extends its deepest gratitude to all contributors, affirming that this collective effort strengthens the civic bonds that define the institution.
These immediate, humanitarian actions undertaken by the University of Luzon are directly aligned with several critical global objectives outlined in the United Nations Sustainable Development Goals (SDGs). The provision of immediate relief goods to families impacted by the disaster aligns fundamentally with SDG 1 (No Poverty), by preventing vulnerable households from falling deeper into financial distress, and SDG 2 (Zero Hunger), by addressing acute food insecurity following the disruption of livelihoods. Furthermore, the University’s systematic response through UNLACAP, which focuses on enhancing local resilience and providing consistent community support, is a strong contribution to SDG 11 (Sustainable Cities and Communities). Crucially, the broad-based cooperation across departments and the essential inclusion of external donors and organizations exemplify SDG 17 (Partnerships for the Goals), highlighting the power of multi-stakeholder collaboration in achieving sustainable development and disaster recovery objectives.
