SOPA 2023: Pangasinan’s Path to Progress

Guico III, the current Governor of Pangasinan, delivered the State of the Province Address (SOPA) on March 27, 2023, at the Sison Auditorium in Lingayen, Pangasinan. The theme of this year’s SOPA, “Reclaiming Our Values, Refocusing Our Visions,” highlights the need to reflect on the core values that shape the province’s identity and align its goals with its vision. The University of Luzon is proud of the representation of its Dean of Graduate School, Dr. Carmelo John Vidal, who was invited to represent the University’s President, Dr. Mac Arthur Samson Sr., and his other position as the President of the Association of Private Schools, Colleges, and Universities – Metro Dagupan City (APSCU-MDC).
The province of Pangasinan has a rich cultural heritage and natural resources that contribute to its identity and economic growth. However, rapid urbanization and modernization have challenged the province’s traditional values and threatened its environment. The theme of the SOPA underscores the need to reclaim these values and refocus the province’s vision to ensure sustainable development that benefits all.
Reclaiming the values of the province means reconnecting with its cultural roots and recognizing the importance of community, family, and respect for nature. These values are essential in promoting social cohesion and a sense of belonging among the people of Pangasinan. Refocusing the province’s vision means aligning its development goals with its values, ensuring that its progress is sustainable and inclusive.
