SOPA 2023: Pangasinan’s Path to Progress

Hon. Ramon V. Guico III, the current Governor of Pangasinan, delivered the State of the Province Address (SOPA) on March 27, 2023, at the Sison Auditorium in Lingayen, Pangasinan. The theme of this year’s SOPA, “Reclaiming Our Values, Refocusing Our Visions,” highlights the need to reflect on the core values that shape the province’s identity and align its goals with its vision. The University of Luzon is proud of the representation of its Dean of Graduate School, Dr. Carmelo John Vidal, who was invited to represent the University’s President, Dr. Mac Arthur Samson Sr., and his other position as the President of the Association of Private Schools, Colleges, and Universities – Metro Dagupan City (APSCU-MDC).
