<h2>About the Collaboration</h2>
<p>The University of Luzon maintains strong and long-standing partnerships with key health and social service institutions, all focused on improving community health and well-being while fostering student professional development. Its decades-long collaboration with the Philippine Red Cross (PRC) exemplifies UL’s humanitarian commitment. Through bi-annual Pledge 25 and Mass Blood Donation drives, UL and PRC mobilize students, employees, and nearby communities to support voluntary, non-remunerated blood donation. PRC manages donor screening and technical procedures, while UL leads mobilization and information campaigns. A reserved blood stock for the UL community, humanitarian assistance for indigent patients, and continuous coordination reinforce the partnership, which collected 594 blood units in Academic Year 2023–2024.</p>
<p>UL also partners with the Department of Health – Drug Treatment and Rehabilitation Center (DOH-DTRC) Dagupan, serving as a primary host for the Bachelor of Arts in Psychology Internship Program. Through a structured 300-hour supervised practicum, students gain hands-on experience in psychological assessment, case management, program participation, and clinical observation under DOH-DTRC supervision. This collaboration enhances student competencies, ensures ethical practice, and contributes to meaningful mental health interventions, with twelve interns completing the program during the reporting period.</p>
<p>Complementing these efforts, UL collaborates with the Municipal Social Welfare and Development (MSWD) Dagupan, offering interns real-world exposure to community-based social and psychosocial services. Students engage in casework, psychosocial support activities, documentation, and community programs under MSWD guidance. Collectively, these partnerships reflect UL’s sustained commitment to improving health outcomes, promoting community welfare, and providing transformative learning experiences rooted in service, collaboration, and the holistic well-being of all stakeholders.</p>
<h2><strong>COLLABORATION WITH THE PHILIPPINE RED CROSS</strong></h2>
<p>The partnership between the University of Luzon (UL) and the Philippine Red Cross (PRC) is a <strong>continuing, decades-long collaboration</strong> anchored in shared humanitarian values and a commitment to public health. Over the years, this alliance has evolved into a reliable lifeline for the community, strengthened by consistent service and mutual trust.</p>
<p>A major highlight of this partnership is the <strong>bi-annual Pledge 25 and Mass Blood Donation</strong>, which actively supports the national campaign for <strong>voluntary, non-remunerated blood donation</strong>. Through these initiatives, UL and PRC inspire students, employees, and nearby communities to participate in life-saving efforts.</p>
<p>The PRC oversees technical procedures, conducting donor screening and providing essential supplies and equipment, while UL ensures strong participation through coordinated mobilization and information drives. Beyond blood drives, the partnership guarantees that UL members in emergencies or regular medical situations can obtain needed blood units through PRC, supported by a mutually monitored stock reserved specifically for the UL community.</p>
<p>PRC also extends assistance to UL employees and dependents, with humanitarian consideration for indigent patients.</p>
<p>This long-standing collaboration continues to foster volunteerism, strengthen community health, and affirm both institutions’ unwavering commitment to saving lives.</p>
<p>(Excerpt) The <strong>Memorandum of Agreement</strong> between the University of Luzon (UL) and the Philippine Red Cross (PRC) entails the following:</p>
<ol>
<li>Mutual coordination for the conduct of mobile blood donation every year at scheduled dates and places;</li>
<li>The PRC shall undertake the necessary screening procedures, provide sufficient supplies, materials and equipment for blood donation activities in coordination with UL;</li>
<li>The PRC and UL shall undertake the promotion and dissemination of information to generate support and participation among its members, and the public;</li>
<li>In cases of emergencies or usual blood needs, the PRC shall undertake appropriate measures, through the coordination with designated &#8220;UL&#8221; representative, to provide and make available sufficient blood units to its members upon presentation of necessary documents</li>
<li>The &#8220;UL&#8221; in coordination with PRC, will maintain a stock level of blood at their blood service facilities (BSFs) Intended solely for issuance and distribution to its members. The &#8220;UL&#8221; through its representative, will monitor and make report on the status of blood stocked at PRC BSFs. In the event that the stocked blood units are about to expire, the PRC will have the authority to dispense said blood units to other clients/hospitals for purpose of humanitarian assistance:</li>
<li>The PRC shall provide assistance to employees and dependents of &#8220;UL” depending on the availability of blood. A corresponding blood processing fee is collected from every recipient unless specified coverage by &#8220;UL&#8221; under the Blood Samaritan Program. For legitimate indigent patients, the PRC will require a corresponding certificate of Indigence for the social welfare office or from barangay prior to Issuance of free blood.</li>
</ol>
<p><strong>Conduct of the 36<sup>th</sup> and 37<sup>th</sup> Pledge 25 and Mass Blood Donation</strong></p>
<p>UL once again strengthened its commitment to saving lives through the conduct of the 36th and 37th Pledge 25 and Mass Blood Donation. In partnership with the Philippine Red Cross, a decades long ally in advancing humanitarian service, the university continued its tradition of mobilizing its community for the greater good.</p>
<p>The 36<sup>th</sup> Pledge 25 collected an impressive 347 blood units, each one a quiet promise of hope for patients in need. Soon after, the 37th Pledge 25 gathered 247 successful donors, <strong>a total of 594 blood units for the Academic Year 2023-2024</strong>, further proving that compassion is deeply rooted in the culture of the university. Students, faculty, staff, and volunteers stepped forward with sleeves rolled up, offering something simple yet profoundly life changing.</p>
<p>These milestones add to the long history of collaboration between UL and the PRC, a partnership that continues to uplift communities through sustained service. With every donation drive, the university community shows that collective generosity can create a steady pulse of help, healing, and humanity.</p>

<h2>COLLABORATION WITH THE DEPARTMENT OF HEALTH &#8211; DRUG TREATMENT AND REHABILITATION CENTER (DOH-DTRC) &#8211; DAGUPAN</h2>
<p>The Department of Health &#8211; Drug Treatment and Rehabilitation Center (DOH-DTRC), Dagupan is a key partner of the Bachelor of Arts in Psychology Internship Program, providing students with direct exposure to clinical and community-based psychological services. This collaboration allowed interns to gain hands-on experience under the supervision of DOH-DTRC professionals, applying psychological principles in real-world settings and contributing to meaningful health interventions. A total of 12 Psychology students have completed this internship, benefiting from this structured and immersive learning experience.</p>
<p>The University of Luzon (UL) prepared and supervised the student-interns, providing academic guidance, training, and oversight to ensure readiness for field-based practice. The internship was a 300-hour supervised practicum, comprising 100 hours at UL and 200 hours at the DOH-DTRC. Interns engaged in activities such as psychological test administration, report writing, case handling, counseling observation, office assistance, and participation in institutional programs, integrating theoretical knowledge with practical skills essential for professional practice.</p>
<p><em>(Below is an excerpt from the Memorandum of Agreement between UL and DOH-DTRC Dagupan)</em></p>
<p>As part of this partnership, the DOH-DTRC shall:</p>
<ol>
<li>Allow students to undergo Field Instruction I (Agency-Based Practice) with a minimum of 300 hours, following agency policies and guidelines;</li>
<li>Strictly comply with agency policies, guidelines, and Standard Operating Procedures;</li>
<li>Uphold psychological principles, values, and ethical standards in case management;</li>

</ol>
<p>The University of Luzon monitors student progress, coordinates with DOH-DTRC for orientations and evaluations, and ensures compliance with professional and ethical standards.</p>
<p>Completion of pre-internship requirements, attendance at a joint orientation, and adherence to institutional guidelines are mandatory. The DOH-DTRC evaluates intern performance and issues certification upon completion. This partnership strengthens students’ competencies, ethical practice, and readiness for professional roles in psychology while fostering a strong collaboration between the University of Luzon and the Department of Health.</p>

Through this partnership, interns gain practical experience under the supervision of MSWD personnel, applying psychological knowledge in real-life contexts and supporting programs that promote the welfare and well-being of the local community.</p>
<p>The University of Luzon (UL) prepares and supervises student-interns, providing academic guidance, training, and oversight to ensure readiness for field-based practice. The internship is a 300-hour supervised practicum, comprising 100 hours at UL and 200 hours at the MSWD. Interns participate in activities such as psychological test administration, report writing, case handling, counseling observation, office assistance, and involvement in institutional and community programs, integrating theoretical knowledge with practical skills essential for professional practice.</p>
<p><em>(Below is an excerpt from the Memorandum of Agreement between UL and MSWD Dagupan)</em></p>
<p>As part of this partnership, the MSWD shall:</p>
<ol>
<li>Accept trainees endorsed by the HEI to undergo 300 hours of on-the-job training;</li>
<li>Assign personnel to take charge and supervise the trainees, with trainees performing duties and functions aligned with the Partner Institution’s operations;</li>
<li>Accomplish the necessary forms required by the HEI in connection with the trainee&#8217;s on-the-job training;</li>
<li>Issue certificates of completion and a corresponding performance rating based on the evaluation tool provided by the HEI to trainees who successfully finish their on-the-job training;</li>
<li>Enforce rules that govern the conduct of trainees within the premises of the Partner Institution, ensuring such rules are communicated to the HEI and trainees for proper guidance; and</li>
<li>Designate an OJT Coordinator who will work closely with the Higher Education Institution (HEI) to monitor the actual conduct of the on-the-job training.</li>
</ol>
<p>The University of Luzon oversees and supports student-interns throughout the internship, coordinating with MSWD for orientations, evaluations, and guidance to ensure adherence to professional and ethical standards.</p>
<p>Completion of all pre-internship requirements, attendance at joint orientations, and compliance with institutional guidelines are mandatory. The MSWD assesses intern performance and issues certificates upon successful completion. This collaboration enhances students’ professional skills, ethical practice, and readiness for careers in psychology, while reinforcing a strong partnership between the University of Luzon and the Municipal Social Welfare and Development Office.</p>
