4.3.1 Public Resources (Lifelong Learning)

Introduction

In keeping with the library’s mission to promote equitable access to information and lifelong learning, and in alignment with the United Nations Sustainable Development Goal 4 (Quality Education), the University of Luzon Library upholds its commitment to ensuring inclusive and equitable access to quality educational resources. By integrating technology and open-access initiatives, the library provides students, faculty, researchers, and the public with opportunities to access a broad spectrum of learning and research materials beyond the physical library premises. The UL library has developed digital access services that enable the academic community and the public to explore a wide range of information resources anytime and anywhere. This initiative strengthens the library’s role as a knowledge hub that supports academic research, instruction, and community learning through technology-driven services.

Through its online platforms and digital services, the library functions as an open gateway of knowledge that promotes independent learning, scholarly productivity, and community engagement. This initiative reinforces the library’s role in fostering lifelong learning and advancing the institution’s mission to provide quality education through accessible and reliable information resources.

Policy and Process on Online Access to Library Materials

1. Policy Statement

The library is committed to providing online access to its resources and services to support teaching, learning, and research activities in the institution and the wider community. It ensures that both members of the academic community and the public have access to information in accordance with intellectual property laws and the library’s open-access framework.

2. Scope and Coverage

This policy covers all electronic resources and digital services provided by the library, including:

  • E-books and online journals
  • Institutional repositories (theses, dissertations, research outputs)
  • Subscription-based and open-access databases
  • Digitized local and archival collections
  • Learning and research support tools1

3. Access Procedure

a. Registered Users (Students, Faculty, and Researchers)

  • Users log in to the Library Online Portal or Online Public Access Catalog (OPAC) using their institutional credentials.
  • Upon authentication, users may search, download, and access licensed and open-access materials in accordance with database terms and conditions.

b. Public or External Users

  • Members of the public may access open-access digital collections and institutional repositories through the library’s official website.
  • Requests for access to specific resources may be submitted to the library for evaluation, subject to copyright restrictions and usage rights.

4. User Support and Assistance

  • The library provides virtual reference services, chat support, and online orientations to assist users in navigating digital resources.
  • Research assistance, citation support, and training on database usage are available through scheduled virtual or in-person sessions.

5. Ethical Use and Copyright Compliance

  • Users are required to comply with copyright and licensing agreements governing electronic resources.
  • Downloading, sharing, or redistributing materials beyond personal academic use is strictly prohibited.
  • Proper acknowledgment and citation of all accessed materials are mandatory.

6. Monitoring and Evaluation

  • The library regularly monitors user access statistics and feedback to assess the effectiveness of its online services.
  • Continuous improvements are implemented to enhance system reliability, accessibility, and user satisfaction.

7. Technical Maintenance and Security

  • The library’s IT team ensures the stability, security, and integrity of all digital platforms.
  • Regular system updates, database renewals, and data backup procedures are conducted to maintain uninterrupted online access.

Access to Library Resources Online

The University of Luzon Library resources can be access in four different ways:

  1. Through the use of University of Luzon Website;
  2. Direct access with the Library Website via https://sites.google.com/ul.edu.ph/library;
  3. Use of the School Automate system; and
  4. FB page of the Library.
