University of Luzon Cultural Affairs Director Invited as Resource Speaker at NCCA Festival Management Training

Prof. Restituto O. Fernandez, the University of Luzon’s Director for Cultural Affairs and a general member of the NCCA National Committee on Dance, shared his expertise in festival programming, curation, and operations management during a professional training program for cultural practitioners in Tarlac.
The two-day Festival Management Training is organized by the National Commission for Culture and the Arts (NCCA) and is held on July 23–24, 2026, at the Capitol Center in San Vicente, Tarlac City. The program brings together choreographers, tourism officers, and cultural practitioners from across the Province of Tarlac.
Prof. Fernandez served as a resource speaker on the second day of the event, delivering the session “Programming, Curation, and Operations Management: Planning festival activities, curating performances, and managing production and event operations for efficient implementation.” His discussion drew from his experience in cultural heritage and festival directing, including his work with Dagupan City’s Bangus Festival.
The program also features fellow resource persons Prof. Peter De Vera, Executive Council Member of the National Committee on Dance and Artistic Director of Sinukwan Kapampangan Performing Arts, and Mr. Hilly Van Dela Cruz, Festival Director of Pampanga’s Sinukwan Festival and Sabuaga Festival.
The engagement also supports several United Nations Sustainable Development Goals. SDG 4: Quality Education is advanced through professional education and knowledge sharing that strengthen participants’ skills. SDG 8: Decent Work and Economic Growth is supported by building competencies relevant to tourism and cultural work. SDG 11: Sustainable Cities and Communities is promoted through the preservation and appreciation of cultural heritage. SDG 17: Partnerships for the Goals is strengthened through collaboration among cultural practitioners, educational institutions, and public organizations.
Through Prof. Fernandez’s participation, the University of Luzon contributes to continued learning and cultural development while sharing its expertise beyond the university community.
